  To get around  the bugged Messages Across Tamriel quest just go to Coldharbour at lvl 45 an talk to the Grounds keeper an start the main quest line after the 2 lengthy mages/fighters guild quests. you will go fight Molag Bal and then you will be able to continue onto Veteran content. hope this helps
